Join NESEA for a Pro Tour of the landmarked Harlem River Houses, New York City’s first purpose-built public housing development. This development has undergone a thorough and senstive renewal, updating the building for its residents while preserving its historic character. Originally built in 1937, the complex now features electrified heating and cooling systems and other energy-efficient upgrades, restored public art, and revitalized community and outdoor spaces. This Pro Tour will highlight the seamless integration of energy-conscious design into the historic fabric. They will share the design strategies used to achieve significant performance improvements and meet Enterprise Green Communities Criteria for affordable housing while preserving architectural integrity.

The project exceeded building code efficiency standards and made significant strides toward net zero energy and carbon goals, even as the historic complex received energy code exemption. A major achievement was the full electrification of the complex’s heating and cooling systems. The obsolete steam plant was replaced with a modern, all-electric Variable Refrigerant Flow (VRF) network. The buildings were conditioned using a one condenser split system. Rooftop condensers were discreetly installed behind restored brick parapets, preserving the historic silhouette while eliminating the need for window AC units. Non-historic double-hung windows were replaced with energy-efficient casement windows, compliant with NYCECC 2020, that match the rhythm and proportions of the original steel profiles. Roofs were rebuilt with high-performance insulation, also compliant with NYCECC 2020, and made solar-ready. The original modernist design of Harlem River Houses, seven meandering red-brick buildings grouped around large courtyards, was preserved and enhanced to maximize natural light and ventilation. LED lighting with lighting controls such as bilevel and occupancy sensors were provided in all common spaces and photosensors were installed for all exterior lights throughout the site. All appliances provided in the apartment units were Energy Star certified, where applicable.

Side by side with these strategies for achieving high performance, this Pro Tour will highlight the cultural and historic context of Harlem River Houses, including the restored historic statuary celebrating Harlem culture and nature, and new community murals depicting luminaries of Black history.

Your day will start with an opening presentation from the project team, including the developer and architect, where attendees will learn about the history of this development, the vision for the extensive renovation, the high-performance work being done there, and the financing strategies making this work possible. Attendees will then break into small groups to tour the buildings while hearing more from the interdisciplinary team of experts who made the renovations. After the tour, they’ll regroup for a reception and Q&A, giving attendees the opportunity to chat with the day’s speakers and each other.
